If you're talking end-of-club rewards, then yes, 16+ to Atak (any to the others) gives Zodiac Spear as well. Either way you need to finish all 30 first.
Note that giving 10/10/10 also gives Zodiac Escutcheon, while 16+ to Atak does not.
Like Tournesol, Zodiac Spear suffered from the damage cap problem, and the fact that its combo rate was too low to compensate. It wasn't a BAD weapon by any stretch, but outclassed by alternatives.
In that respect, Zodiac Spear is probably better in TZA, since there's no damage cap anymore. It's a great trash-clearing weapon, second only to boosted Excalibur in per-hit damage. Of course, it still has a low combo rate, and even without a damage cap, it can't quite compete. It's not TOO far behind, but then again, it's also not TOO much ahead of Holy Lance + White Robes. And yes, it's available stupidly late for how middling it is.
I really liked Tournesol in the original, even got it before going to Arcades a few times. Damn fine weapon. The nerf to its combo rate in TZA makes me sad, though.
Practically speaking though, when you completed Wraithwall in the original, a full set of Deathbringers were functionally more useful than the Zodiac Spear, and a hell of a lot easier to obtain. At that point in the game, Deathbringer was generally still a one-hit-kill (and had KO chance when it didn't), and let you use a shield, making your more survivable for all the other "optional" areas at that point for powering up, so it was always my first investment in breaking the game.
So yes, I agree, the Zodiac Spear was never really great in the original, in fact, I often ended up not bothering with it at all, and in the end, only used it to slap on characters I had neglected (like Fran or Penelo) if I wanted to do something other than Sleepga->Curaja Abysteels, since the spear was strong enough that level didn't really stop you from killing things with melee.
