EDIT: or if you mean the actual zone with the Gil Snapper in it, just keep trying. Sometimes it simply takes a while it's random there's no special trick to it.

Chests respawn every time you enter a zone. You don't need to quite the game to reset chests - just leave the current zone, and go back in. To reset enemies, you need to leave the zone, and then leave the NEXT zone as well and come back (two zone transitions). But for chests, you only need to leave the zone once and can go back immediately.
Some chests have pretty low chances of showing up so it may take a long time to get.
The Cerobi lottery is just not worth the time it takes to get anything.
