Report a translation problem
I think the best option would be to reset everyone's license boards and refill them. You can do that with the Generous Montblanc mod found here: https://www.nexusmods.com/finalfantasy12/mods/107
As for the dagger thing, characters have starting licenses that will always be active regardless of their job. If the job features those licenses, you'll see them. If it doesn't, you won't. But it will always be active regardless.
That's why Penelo has a dagger, why Fran knows the basic black magicks, why all the girls know Cure, why Vaan/Balthier/Fran (as thieves) know Steal, and so on.
