Can't access Garamsythe Waterway - The gate is locked

I'm playing New Game+

Right at the start of the game after giza planes, when we're meant to go into the waterway, I can get into the first room but it's empty and it says 'The door is securely closed' I don't know how to progress. There are no enemies at all? can anyone help please

oh for crying out loud. there are two gates inside the storeroom, not one. I picked the wrong one I guess
