Maybe the seed is fixed or something.
Steal mechanics are the same as they have always been, and are not fixed to a save state. Zoning (once for neutral/friendly, twice for hostile mobs) or reloading will reset everything.
Are you sure you're stealing from the right mob?
I'm doing exactly this. I'm using Fran as my thief, but not as my tank/pov character. This is how I'm able to do so many in such a short time. I've gotten REALLY good at reloading it.
