Anyway whenever i run the application it says that *Windows cannot access the specified device, path or file. You may not have the appropriate permissions to access this file*
Despite running it with administrator priviledges it still refuses to run.
Seems like some sort of hardware issue. What're you running?
And also how do i adjust the parameters for the app in game? i couldn't find a keybind. Or do i have to do that within the app itself?
...Oh. I'm guessing by the fact you knew I was using the 12 prerelease that 11 doesn't have the tabs?
And right now those tabs are just a sign of things to come. Seems odd (to me, anyway) to have something that could confuse people as to how to access it when it's impossible, and not just implement those tabs when they do have a use, but...eh, you must've had some reason to add them early. *shrug*
Also doesn't seem to work in fullscreen, only windowed. That's...disappointing, to be honest.
All versions before the update 12 prerelease only have the terminal window. I suggest using Version 11 for better functionality, as I am still working on some issues with activley modifying the fps scale coef. In Update 12 if you don't hit your desired framerate in a loading screen, animations and such will be incredibly slow.
I expected to supersede the prerelease far more quickly, and those tabs will be added then. Currently reverse engineering 3 potential culprits of the issue I explained above, whenever I finish that and have a solution for my issue, you can expect an updated version of the program.
Until then, the prerelease for update 12 is for two things:
1. The menu and how it looks. I want feedback on this so that I can improve it.
2. The reimplementation for modifying in game values, if any bugs come up related to that (such as the one I mentioned earlier), I will intend to find a solution for and fix them.

It should work in Windowed/Borderless. It doesn't work in full screen because my implementation is currently generating a new window on top of the game window. In the future I will detour the game's End Scene method and draw the menu there (which will fix this) but until then, full screen will not work.

but still it goes way beyond that ; 144fps ( my monitor is 144hz ) the only way to capp it ..is to do it with MSI afterburner and select the game exe to be capped at 90 fps..
But even than every movement above 60 fps is super fast .. am i doing something wrong ( again ) ?
Make sure that full speed mode is disabled:
If you open the program after loading into the game, you will have to change scenes for the game speed to normalize.
Make sure gsync and any sort of vsync is disabled
