When do Balthier and Fran come back?

Just got back from the incarseration thing early in the game, beat the Mimic Queen, and got back to Rabanastre. I talked with Kytes and Dalan and got the Sword of Order to deliver. I read that you're supposed to be able to get them back by this point. But they're not coming back into the party, apparently waiting for me to talk with Penelo who I know now isn't around right now. Was what I read wrong or is my game just glitched?

Goto the the Sandsea to start the next part of the story and they will be back in the party.

Do note that they're still the same level and have same lp as they did when they left. So if you try to grind before getting Basch so he join at a higher level, they won't gain anything from it

I decided to grind, gained just a level and a bit of loot and returned. After using 20 potions I discovered it just wasn't worth it at that point hahaha!
