Where is the earliest place I can get these spells?

Haste, Hastega, Protectga, Shellga.
I just reached the Phon Coast btw. Where can I find them?

I'm pretty sure you can aquire Protectga from Necrohol of Nabudis. Shellga is at the Great Crystal, at Sirhru Phullam Pratii'vaa. As for hastega, it is also at the Great Crystal, at Uldobi Phullam Pratii.

As far as I know, these spells are only able to be picked up from chests listed above, so only then. They cannot be bought. The lower spells can be bought, I think. Let me google it.

Shell can be bought at Rabanastre, Nalbina, Bhujerba, Dreadnought Leviathan, Dalmasca Westersand, Archades and gotten in the Trial Mode, Stage 27 chest (with Diamon Armlet).

Haste can be bought at Eruyt Village.

If you just reached the Phon coast, you may want to use the chocobo to reach the cerobi steppe early and get some amazing loots like the Yagyu Darkblade

Yeah it's not sold there, it's in a container up the top of the village.

Well, from the phon coast you can access the Tchita Uplands, around the middle zone of the uplands you will find a wayward chocobo wich you can mount if you feed a gysal green, once you mount it, you can make your way to the cerobbi steppe (check some maps on the internet to know exactly where are you goin) there´s a landslide blocking the path from the Tchita uplands to the cerobbi steppe but you can just go over it with the chocobo and poof! you reached a zone with awesome treasures to loot :3 (make sure to bring your diamond armlet with you and check the wiki to see the drop of all the chest :3)
