Black bar during cinematics and certain scenes?

Is this normal or is there a way to fix it? Large black bar at the bottom of my screen so cutscenes and certain dialog scenes have it and it's not very appealing. I am playing Borderless Fullscreen because normal fullscreen freezes when I turn off Vsync.

That's normal. The original PS2 version does that too. It's kinda annoying but you get used to it. I assume it's for clarity of subtitles but if you play without them it's pointless.

It's a cinematic preference, why God knows, but yeah it was on the PS2 original and for some reason this port.
I figured for the subs.
