Also note that party members will generally be adjusted to Vaan's current level the moment they permanently join the party - that means if you level Vaan before you gather the rest of your party, they will join with a higher level (and the LP to match it) so leveling while alone is by no means wasted. This of course only matters for the very beginning of the game.
another thing is that element resistant equipment and very useful accessories are all locked by the story. you're better off having the widest range of options, maxing out license boards really only give you minimally raw stats or passive bonuses, none of which are required to beat the game.
the only grinding you should do is for LP and Gil to get the equipment you need to reliably clear enemies and tackle bosses. once you progress to endgame content, then look at Trial Mode and Cat Ears to begin maxing yourself out.
That being said, higher level does confer advantages and makes things easier, to be sure. How preferable that is to you is 100% a personal choice. The game itself doesn't care if you finish it at lvl 1 or lvl 99.
keep in mind, the 4 way intersection they are meaning is the second one. the first only spawns a few, the second has many more.
I always assumed that the higher level you are, the more effective level 4 magic is on you.
