Not using a controller so I can't press on the D-pad. what button is it?

Or the "up" arrow, at least in my case that works while outside the menu.

Yeah, had my stumped for a bit, up and down arrow, or Dpad on joypads. simple really. but not obvious from the get go.

This bothered me too for a while. If I use the scroll wheel on my mouse while walking around I can change leaders like that.
