Can't get 60 FPS

I don't have the speed problem many players seems to have, but somehow, I'm capped at 30 fps, however low I set my graph settings, even when I don't use Vsync.
Does anyone know what to do ?

use borderless window mode. that will fix the speed issue. make sure you have it set to 60 using the config program.

What do you mean the config program (sorry for the noob question) ? I don't know where I can set my games at 60fps.

when you first load the game from steam, it gives you a choice, load the game or load the config program. select the second option.
