It's the same issue with FFXII. Turn off VSYNC.
For some reason every time a cutscene starts, the video will slow down, but the audio will go at a normal rate
Like the OP I have Vsync turned off.
By the wording of your post I assume you are playing on a laptop?
Those power settings are for saving battery power on a laptop, since I dont play on a laoptop, but rather on a desktop those settings does nothing for me.
The issue here is not with the opening video, its with cutscenes in general while playing.
Like when I meet Peneloe the first time, the video is lagging behind the sound.
This results in the video pausing for the sound to catch up when there is a camera angle change in the cutscene.
Its the same with the next cutscene when I talk to the first questgiver(dont remember his name).
I cant play the game this way as it breaks the flow of the game for me
I tried turning Vsync on, but that only made the video stutter or freeze for a moment every few seconds.
I tried searching for solutions to the problem, but due to it just recently being released there is little to be found
And this is the exact same issue I'm having.
Almost as soon as the cutscenes start I see a significant slowdown of the character animations, but the sound keeps going as normal
- Windows 10 Home, 64 bit (plugged in, Power Saver set to 'off '
- CPU: i7 4700HQ quad core
- RAM: 16GB
- GPU: Nvidia 770M (overclocked by 20%)
I was having the same issue where the FMV / opening scene (birds and airship...) was lagging no matter what my game Graphics Settings configurations were.
For anyone running an ASUS ROG gaming laptop, I would recommend the following to fix this issue:
- Open the "Power4Gear Hybrid" program (ASUS 3rd party power settings program)
- Set your power setting to "High Performance"
I know others don't have the same configuration as me, but I wanted to post this for anyone with a similar rig.

Go into Documents\My Games\FINAL FANTASY XII THE ZODIAC AGE\[numbered folder] and open GameSetting.
put frameLimit=60 (or 30) and set Vsync=Off
or go into whatever video control panel you have and lock fps to either 30 or 60
set your power settings to max performance
borderless windowed fullscreen
any of those or combination of those?
The english script wasn't a straight up 1:1 translation and generally took longer to say. Even though the lip movement was altered to sync up the character/camera actions often wouldn't match. Since reanimating an entire cut scene would be expensive they just altered the speed of the play back a little. This usually isn't too noticeable but sometimes entire scenes seem to be in slow motion.
If you're playing with japanese audio you'll notice that they've kept the original english lip sync and you can see that often their lips are still flapping long after they've stopped talking. If a character or the camera moves during this you should see a slowdown.
You can verify this by getting both original ps2 versions and playing on an emulator.
TL;DR it's not a bug it's a feature
