Just got Penelo, made her an archer with bows 1... can't equip short bow

Penelo just joined my party, I made her an Archer, I went to the license board and chose Bows 1 that says it will allow me to equip a short bow. bought a short bow and she won't equip it... she will only equip/use a dagger even though she doesn't even have daggers 1

You need to purchase the arrows as well. Once you have em you can equip it, same with guns and crossbows.

Try getting the Onion Arrows which are the first available to you from any vendor. There is one in the Nomad Settlement that sells them iirc.
