Yeah in the references section the numbers are the actual number of frames each damage animation takes.
In the game, each character has a "fast" and a "normal" attack for each weapon. there also might be a random small delay between attacks or its just atb queueing im not really sure.
when represented in the table it shows you just how "fast" and how "normal" that particular characters fast attack is when compared with all the other chars,
below that showing you the frame count for each seperated by a comma.
then below that it translates it into the number of seconds. Keep in mind this was made for the PS4 version which uses a 30 frames per second format. The general trends for each still hold true though in the pc version.
as an example lets look at unarmed attack speeds.
Vaan has relative fast "fast" attack and a relative slow "normal" attack.
his fast unarmed strike takes 15 frames and his normal attack takes 23 frames
averaged over combat you can expect 0.633 seconds between damage numbers.
then you look at Penelo for unarmed (or almost any other weapon for that matter)
both her fast and normal attacks are relatively extremely slow.
her "fast" unarmed attack takes 26 frames and her "normal" attack takes 28 frames
averaged over combat you can expect 0.9 seconds between damage numbers.
so thats how you use the table to compare different characters dps potential with each weapon type.
even though we are talking about pretty small differences in time, it can add up to a lot of damage over long battles, or time sensitive situations, so its nice especially if you are a min maxer, but its not that important if its too much effort.
