had the same issue originally launching WOFF.
First, turn on VSync (ingame and nvidia control panel) and 60 FPS. Restart the game. (Or better restart steam, because the first time it did not help me). That should do the trick for the cutscenes. Maybe the first cutscene will still be in double/quadro speed, but the others won't.
If you're experiencing this mega speed in the menu, switch to borderless mode. Restart the game. Then switch back to Fullscreen, if you prefer it over borderless. Anyway, both versions schould run completely smooth now.
I mean, this helped in my case, if this didn't work for you, i don't know what's wrong.
I have a dual screen set up and it placed it on the screen i DIDN'T want to play it on. Switched to windowed and it now works fine.
For most people it seems to run best with just 2 simple options:
VSync on - the game really is not designed to handle any fluctuations in FPS at all.
Borderless Fullscreen - Fullscreen in windows has caused many problems in the past, FF-XII is not exception (aside from the obvious benefits like being able to tab-out when you want to look up a map or something)
