I think the important thing is to just be consistent (you want +4 or -4, nothing in between) so that she actually commits to something (otherwise, she just wanders around like a homeless person).
The game doesn't give you any context for the answers, however.
It's basically "be a jerk" or "be a sap". And you just have to pick whatever (unless you know beforehand what the rewards are), because the game doesn't give any indication as to what sort of answer would be most appropriate (you may as well just flip a coin for all the information the game gives you to work with).

It's just a weird thing to say to someone.
While it may not be something YOU say to people in YOUR environment, this isn't the situation we're talking about, is it. And the Viera are certainly strong about their cultural identity and how they treat those who abandon it.
In the end the reward does not matter.
There is absolutely no basis for even talking to her, much less "reassuring the laws of the viera".
She only hands out potions if you totally fail (by not being consistent). She'll give you accessories if you do the "nice" responses, and weapons if you do the "mean" responses.
