Gil Snapper bug?

I died while fighting the gil snapper and loaded the autosave that was present when I entered the zone. Since that time the gil snapper won't pop. I tried tying the control stick down to re-enter the zone over and over for ~80 minutes and he never showed. Either I have the worst luck ever or the game is bugged. Any ideas?

Worst luck ever is the most likely answer. I've had it stubbornly refusing to spawn before.

It's one of the easier marks to find. It won't appear if it's not raining with lightning, so zone in and out until it's raining heavily (it happens randomly, entering the midwestern zone has a higher chance of starting a heavy rain), once it's heavy raining, just enter the area where the mark will appear and the clan seeq will immedietly talk to you announcing it's located the gil snapper ahead or something.
