Note that even with the petrify method, it will usually take HOURS to get it to spawn.
IMHO they're absolutely NOT worth the grind, though. Ribbons are the worst in FFXII they have ever been in Final Fantasy games - they're good, don't get me wrong, but it's so blatantly easy to just switch in the right accessory on the fly in FFXII (or cure statuses automatically via gambits) that I barely if ever bother with it. I prefer just using performance accessories instead.
You also get two Ribbons for basically free from chests in Henne and Subterra so it's just not worth it to spend hours trying to get a 99Red to spawn.

The maps for Giza (Rain) there also include the locations of the withered trees.
If you need 3 ribbons, then I suggest getting them the easier way like I'm doing, 1 is in henne mines, 1 in pharros abyssal, 1 given as a final reward in hunt club.
