It's likely that even with the lowest graphics settings, your game either doesn't start at all, or it performs like a slideshow, being practically unplayable. Your CPU is from 2009 and your GPU is extremely weak, so an upgrade is very much needed, especially for your GPU.
The game is pretty light on CPU usage, but effects like Shadows, Antialiasing and Ambient Occlusion require a strong GPU, especially on higher resolutions.
The GT710 is just a lot weaker than even current itnel iGPUs. So on mid-low settings 10 will run ok, x-2 will need slightly lower settings.
The UHD 630, current iGPU for intel CPUs, is anywhere form 50 to 100% faster.
