As far as perks and advantages what is the best legendary hunter to purchase?

Hu? The three perks are random every time.
Maybe in terms of visibility on the maps some Hunters are better.
Like Caine or the Headsman or dark clothing in generell.
Just take whatever you like.

The Turncoat and The Reptilian skins are pretty cool looking but as said by Meludan, the three perks you get are totally random each time, just buy the skins you like the look of, same goes for weapon skins.

the perks they get are random so get whichever one you find is cool, don't be that guy who only runs headman

Note that you can remove the random trades ("respec") so with some luck you have enough points for 1-2 perks you actually want.

Not sure if this is worth 200$ for you though

I bought him because he looks cooler than most along with my Reaper and Perchta. Dont' really care about hiding. TBH unless you're looking specifically for somebody after you have been shot at, almost every Hunter, paid or not, can blend pretty well if you know how. Just my opinion though.

Headsman is probably the or one of the most sweatiest skins right and can only be bought yearly during halloween for i think 1500 BBs. So if you dont have him buy him now.
