The reason why someone is killing you in a PvPvE game is simple: You all queued up in order to fight for the bounty and you just happened to get in the way. Actually most people play this game just for the PvP aspect - just like me and my friends. So if we hear someone shooting, even if it's far away from the boss, we head there and pay a visit, because that's what this game is about.
I mean I wouldn't buy a racing sim and then complain that I want to build a house. You knew that this game is a PvPvE extraction shooter with a lot of sandbox elements and you still bought it. Nobody forces you to engage in PvP, you can chill at the corner of the map and farm AI, but as soon as you make noise you'll most likely attract other hunters since it's an online shooter. You should accept this fact.
As to why we don't have a pure PvE mode: It would get boring super quickly, prior to this update we had the Trials which got removed now. There you had a mission in every compound on the first two maps where you only fought against AI in order to learn their behaviour or pattern, but nobody cared about it (not even the players) because dealing with AI isn't a challenge at all. Once you know how to deal with each kind of AI it's becoming more of a chore than actual fun gameplay. Also pre-update we didn't have the player capacities in order to get more modes into this game, that's why we don't have a campaign, co-op, deathmatch and so on (thank god).
If you want to play a PvE shooter game with zombies you can start playing L4D (as an example), but Hunt most likely won't get a PvE only mode, so don't get your hopes up man. Also don't be afraid to lose a Hunter, you can easily buy a new one with the in-game currency. And Crytek made a lot of changes so that it's really hard to go broke in this game, so since you're new (I assume this since you said you just reached Bloodline Rank 16) just try to learn some game mechanics, maybe play it with a friend for the sake of having fun and don't sweat it too much, that way it's actually quite enjoyable. There's no PvE content here that would be worthwhile, none, bosses are also pretty much a joke.
Don't be afraid to die, Death means extremely little in this game, I've never come close to running out of money and plenty of the "cheap" weapons are not only viable but can be better or equivalent to some of the expensive ones, ignore the Price = Power equation you'd be accustomed to elsewhere. Again, This isn't like Tarkov when dying can be a huge punishment, losing a hunter means nothing, just grab another and get back in there.
It's certainly been requested a lot over the years though. A Co-Op mode with no human enemies would make them a fortune. They would obviously have to have a different game design though as just AI like now it would be dead within days of a new user playing
It’s very time consuming to get good at this game and it sure would be nice to enjoy it in all its splendor inside the safety of PVE.
But, as many have pointed out, the game is not designed to support such a system. At least not in a meaningful way without having to make sweeping changes and additions to said PVE model.
I believe it comes down to one simple element: the enemies in this game are simply walking traps. They are either sound traps, to notify OTHER players of your location, a damaging trap, where they hurt you, or both.
They are not your typical AI enemies from a single player game. They are nothing more than roaming obstacles, some totally ignorable and others easily navigable. Trying to use them as PVE enemies wouldn’t work well (as a business product).
I will admit, the game is not good at teaching you how to play it, but YouTube videos for new players help. And the best advice I got as a new player was: 1)play in teams, solo is too hard for new players. 2) make each death count: you’re gonna die so you might as well learn something before that happens. A new part of the map, a new gun, a new strategy, etc. Dying or losing after hiding all round, not firing a single shot, or being too scared to travel is what makes it feel like a waste.
keep failing until the failures get fewer and fewer.
Just jab it with a spear all day, how can that possibly be a game mode?
Also, I for one do not want to see anymore added, i like to actually use my eyes and ears to HUNT, not just wait for the 3000 AI audio traps to tell me where to go.
Whole idea of Hunt contradicts PvE.

I don't know how they fathomed that out but it was pretty bad but it was content already created, so I don't see the reason for it being removed.
It takes time to "git gud". Just is what it is. Try to not get too bent out of shape over dying, and try to just reflect on it. Often times it isn't a skill vs skill issue more than it's a decision making issue imo. For example, I was looking out a window and got shot at but it missed, and I saw where they were shooting from. If I stick my head back in the same window I'm probably gonna die. If you're making better decisions than the other teams you will be in a better position to move and execute on them.
That said, if they wanted to add in a locally hosted PvE mode for you and a couple friends to play on an empty server, what do I care? Have a ball
Honestly I would recommend playing during the weekend when they have the bounty mosh pit game mode turned on, just take a free hunter and don't spend a penny on outfitting them. Go in there and mosh for free, gets some reps in.
Bounty hunt without the fear that can only come from real players would get boring after less than 20 hours hell, maybe even less than 10. This game just wasn't designed with that play in mind. It is a semi hardcore pvpve extraction shooter. If you remove pvp you have a incredibly boring extraction shooter.
Part of hunt showdown is the struggle. Learning from your failures and getting advice from the more experienced players you come across. Personally I have taught around 80-100 palyers maybe even more in my total playtime how they could get better at the game and the more subtle things that aren't explained in the tutorials.
Either you survive the trial by fire or you become another player lost to the bayou.
I did maybe 10% of the trials and got super bored with them, but even still it's weird that the mode was all made and part of the game only to get removed. I guess maybe it was too much work porting it all over to the new engine, and maybe didn't align with the road map for which maps were coming
