V Sync can't block FPS Causing Tearing

V Sync can't block FPS like i want
normally I block my fps at 60 with V Sync to avoid tearing, I played the game for an hour when it was launched and this setting worked perfectly as in its previous version and a few hours later this setting started to malfunction , v sync no longer blocks my fps, I have to deactivate it and because of that, I have tearing, please fix this quickly

did you read me ? i say when i do that it's causing tearing, i need the V -Sync
