Why soul survivor is so empty?

I play some soul survivor matches and all of them have only one player, and is a bad player?
It's the same for you guys?

The mode just sucks/boring is the real reason why.

Several reasons. Some that have already been stated. As well as it not being worth it anymore. Free/cheap hunters are loaded out now. I used to stock up on soul survivor hunters back when it was worth it for the 4 traits and a decent weapon.

Also I played it the last 2 days while Crytek was busy making new skins and every game had a cheater. How sad, to cheat in Soul Survivor of all games.

Making money has become much easier these days. I think people used to play Soul Survivor for extra cash, free guns, or as a warm-up. But now, earning money is simpler, and we also have the training yard.

There are definitely less people overall, cheaters have driven them off as well as all the bugs and missteps by Crytek. But I still get mostly full matches, it's just timing. While you and one or two other people are in a QP match, the rest are in another. If your timing is bad you'll get an empty lobby.
