Try playing Bounty Hunt for a while and focus on extracting alive - preferably with a bounty if possible. This might sound obvious, but if you're playing with free Hunters, you're almost guaranteed to increase your hunt dollars each game, even if you lose.
When I have bad run and take a hit to my bank balance (which happens often) I'll often revert to playing a few games with the free hunters, just to get things moving in the right direction again. Also, I often use free hunters to warm up in my first couple of games so that I'm not throwing away Hunters I've been levelling.
General tips to make more money:
Make sure you're having a good look around the map for loot (cash registers etc) on your travels. this all adds up and you'll start to accumulate some money I promise.
Don't forget to pick up as many clues as possible - they're worth $50 each. When you find the boss, make sure your pick up the clue BEFORE you enter the boss lair, otherwise you've thrown away $50. Finding the boss lair and banishing the boss also gives you money, even if you don't manage to get out with the bounty.
Don't feel pressured into taking expensive weapon loadouts all the time and don't take a load of consumables you might not even use (you can find toolboxes for free all-over the map, including supply points. Some of the cheapest stuff is the the most fun to play and you'll become a better player by mastering the base weapons.
