Time gated events with in-game aesthetic changes (Inferno, Serpent Moon, Ect.) quest-lines, and unique skin unlocks are a good thing.
What I'm saying is that these are the ONLY quests available (other than Billy) to players, and that we need more permanent quests and unlock paths that are there all the time, and that some developers resources are being wasted on these limited time events, because that's a lot of work for something that disappears after a few weeks and players no longer have access to.
Too many limited time quests. Not enough permanent ones.
If the R.O.I for these events was such that it wasn't worth doing, either for the long or short term, then it wouldn't happen at all.

Another idea would be progressive upgrades and cosmetic unlocks to the hunter skins you use. Three tiered quest line ending with something like: 500 Headshots with this character, unlocks the final skin for that hunter.
Especially with the rate of new hunters and weapons, it would be near impossible to complete them as fast as they come out, which would give even the most hardcore players more quests than they could actually accomplish, so there'd always be something to "do" for the players that are looking for that kind of thing
