After the Update, the new engine works with the gpu. Cpu was the old engine.

all low graphics except some effects and textures
It's difficult to answer; as it currently stands DLSS is an earlier version in the game it's kinda bad, but this doesn't mean they will not implement a newer better version later.
The new version of DLSS is way better than any FSR from AMD. So I would probably stick with nVidia cards.
If you play other games as well, search for "GPU tier list" it will give you a good comparison but your 200 dollars are on the limit, I would save up more money and wait for the release of the new nVidia cards so the older models will be cheaper. Do not but anything older than a 3070.
save more money and buy something better down the line at least something with about double the power.
or buy used if u confortable with that, but even then a bit more budget wont hurt.
those frames are still perfectlly acceptable, it run better on hunts previous version but its ok.
also the implementation of dlss and fsr in hunt isnt very good, i dont think its very usable too much ghosting, and blur for me but maybe at higher res with some sharpning.
