Explosive ammo is really bad when you go against someone equipped with bulwark, and mako isn't great
I recommend new winfield (infantry) or old swift (whatever it's called, not ranger). If you want to lever you have to crouch to improve accuracy, which is not ideal. You can take high velocity ammo + regular nagant for extra ammo pool.
Semi automatic weapons like bornheim match and vetterli cyclone are also not bad and are cheap. But with cyclone it's problematic to take 1v3s because of small magazine, you can only shoot 3 bullets before reloading, keep it in mind.
Dual scottfields are very decent and basically free (free hunters come with contraband scottfields all the time). I think they have the best accuracy among all dualies. Combines well with the new 1865 carbine. this is a money saving option.
Or just take krag + any sidearm you want, like sparks pistol for ammo, or new army/officers, or pax. Krag is op.
Another fun pick is vandal bullseye + vandal, versatile range and ton of ammo.
Really there's not much specific to tell about noob friendly loadouts, just avoid low firerate, slow reload guns, always bring chokes, don't forget iron eye. And if in exchange you take damage but did not land a hit, always retreat to heal.
