x79 CPUs do not have AVX2 support. This game now requires AVX2, even though I am sure they could have implemented AVX2 as a toggle for AVX2 capable CPUs only.
Regardless you won't be able to play this game with x79 CPU. x99 / Haswell or newer Intel CPU supports AVX2. Or Ryzen from AMD side.
You can refund if you played less than 2 hours. But in this case if you explain what exactly the issue is to Steam support you should be able to refund it.
You have less than 10 hours and game stopped working completely forcing you to upgrade your PC. Which I assume you don't want to do right now.
