What is a Mako Carbine?

Haven't played much in awhile, just got killed by this thing with FMJ. It felt like I was getting shot with a Nitro, the guy was at far range with it and it sounds beastly loud.

As well, do I have access to this gun or do I need to unlock it with something else.
