"less ammo than normal" like,... 1 bullet less?
It's arguably one of the strongest rifles in the game because of it. Depending on the kind of fight you are in, it outclasses the lebel and mosin even for this reason; however yes in some situations those are better choices.
The three big things in hunt has always been cycle time, ammo type (tied in with velocity), and how hard they hit. The krag has a great cycle time, the best type of ammo, and hits not as hard as many other long ammo types but it hits quite hard enough and you'll still get a lot of one tap kills with it in fights.
fr, and I get plenty of one tap downs anyways, and if you headshot (and you get like 3 times the chances compared to other long ammo rifles to try) then it doesn't really matter.
The thing is vicious. Fire rate is very strong that is why the officer carbine is so powerful but the krag is long ammo and has less recoil.

smallest hip fire crosshair
good magazine size
same good sight as mosin
damage breakpoint is overrated, especially since 75% of this game now takes place during events which have bonus methods to replace chunks. if chunks and breakpoints were so important, people would use fire ammo, but hardly anyone does unless they have a quest.
