If you haven't turned the communication volume to zero you would be able to hear the proximity chat if it's used and you're close enough to it. But most people that play in teams are talking either via discord or teamspeak.
The only exception would be with random teammates, but even they could in theory exchange their discord ID's via chat before they start the match.
tragically, Hunt has also fallen victim to the ever growing antisocial behavior in multiplayer games pandemic
I've found that a lot of newer players do not use it in Randoms at all and don't even respond via text chat.
It never used to be like this spoke in VOIP with 100s of players in the 6+ years I've played.
Why people don't now I have no idea, but found it strange
