Flechette rounds should have better penetration than ordinary rounds.
Here's the reasoning:
1. Flechette rounds have better penetration performance in real life. This is realistic. (It's the same in Insurgency: sandstorm).
In Hunt, flechette rounds cannot one tap (unless headshot with in super close range, but why shotgun then?).
2. Flechette rounds are significantly worse than dum-dum. In fact, a medium ammo dum dum perform better or at least the same in all range than flechette rounds.
3. If you miss partial rounds, you are not going to deal enough damage to frighten your enemies, and even if you hit a perfect shot, they still have chance to trade you or just stop bleeding. Bloodless is now so common due to perk changes from hunter recruitment and it's only 3 perk points.
4. Flechette rounds consumes a lot more ammo since it's more like a suppressive role. However, due to ammo updates, you only get 2 rounds per box from a special crate, which is not enough for ONE KILL statistically. Nonetheless, for specter and Terminus you need ammo grab to reload without losing rounds!

Finally, I wanna bring up dragon breath, since the previous balance seem to work pretty nice. The sacrifice of Low ammo speed, less damage in close range, no penetration and special ammo resupply in terms of burning health bar and a little longer range as well as a tool for burning downed hunters. I think giving flechette rounds decent penetration would be fun and not breaking the game at all.

Flechette rounds already give the bleeding status effect which is incredibly strong for applying pressure (especially if you play in teams), giving them penetration would be to strong for that ammunition type, so in order to balance it out the devs decided to approach it a bit more unrealistic (it's also a game with zombies, so arguing about realism is kinda ironic). I understand your point completely, but I personally wouldn't want to have a buff for flechette ammo.

Hear noise inside building/on other side of wall -> Spray flechette thru wall until you proc bleed -> soundwhore the bleed/bandage noise and wallbang with secondary.

This would be trash to play against. No thank you.

Flechette is trash. It's only "good" in low tier against scrubs who panic whenever they bleed. 5* and up you die to slugs or buckshot at close range, or you shoot someone at mid range, they have a hearty laugh and then shoot you in the head while your weapon cycles. Lack of ohk makes it a total noob trap.

You could say the same to winfield levering or fanning with FMJ, and it even kills without your "swapping to secondary step". It's not so easy to make those hits, and you can't just penetrate everything, right?

I mean, the avto exists and excels at firing high pen ammo through walls at a high rate of fire.

It's also the lowest damage of all, well known for not 1HKO'ing
