The rest is fine and can be countered by syrings and traits. I would advice to use them.
In a high level game where everyone's aim is good speed can be the key factor in a lose/win that and you can follow up shots quicker in hip fire. Lastly when you need to push and push fast you can attack quicker in hipfire than a guy can ads and shoot, so pushing in and perusing is much better with buck than slug in my experience.
Edit: slug does have a bit more pen to, but both buck and slug are very valid choices for shotguns, dragons breath is more memey good for bosses, and if you can hit somone leathal with it, they will lose bars quite fast due to fire damage but it's kill ranges are very short even by buck standards.
Penny is either the best or the worst it's a true rng damage, good for pve though.
Flachett is the middle man of buck and slug, I don't recommend it on any other shotguns but terminus levering, it can't 1 shot point blank unless all shots hit the head you lose that, but you get more dps and tighter spread mid range, you can hit a solid 60 70 + bleed at 25 meters if rng is on your side.
