It works more like a rival 78 hand cannon....maybe even closer to one shot from the full 78 somewhere in between there.
So it won't do much at that distance you fired at. IF you hit them closer to 15 meters it probably just peppered them a little, and the new army doesn't do a whole lot of damage so I could see them surviving that just fine.
IF you want a further OHK range run slugs, but otherwise yeah, they gotta be quite close.

if it doesnt work like a romerro 77 then the shotgun mode would be really underwelming disminishing haf the weapons purpose
the lemat carbine exists and while sure its compatc ammo the shotgun mode it had is just as reliable and more consitent
I haven't done any thorough testing/research but in my experience I'd say it's not worth shooting at someone further than 10m away unless you're using slugs or desperately need to hit them with anything you can. The shotgun in the drilling is most useful as a backup option if you need to push in close or you know someone is about to push you. Rushing buildings, stopping someone else rushing into your building, running up to someone hiding behind a tree, etc..
