If you're struggling against the Hive Bomb I suggest using Antidote Shot (20 mins effect, basically lasting for the whole match).
Also if you throw one make sure the range/throw indicator isn't red, then you won't get attacked by your own Hive Bomb.
No offence, but Hive Bomb works fine/as intended.
Seems like a skill issue to me (& I do not mean that as an insult).
With the new (adopted from Tide of Shadows) "Shadow" burn trait added, the bomb's swarm only does damage if you're exactly inside of it, at the spot it has spawned. A small step back or to the front and the swarm does not aggro/follow you but any other player it can set its sights on. That may explain what happened to your teammate.
On the flipside, it aggros enemies the same way. They need line of sight. So try throwing it places where it will have a lot of clear sight lines, effectively blocking your enemies from moving anywhere in that area. If you get a lucky throw with it, they might not have the option and get aggro'd right away, which is your time to apply some pressure.
The bees do damage even if they have antidote, they just won't poison them. Sometimes throwing two hives onto the same enemy is enough to kill him outright. The only way to live at that point is to stop anything else he is doing and start meleeing the bees. That means you are free to just roll up and shoot him because he won't even have his gun out.
It's possible this was shadow, but shadow is pretty rare. It is more likely they didn't realize that the bees aggroing is based on line of sight, not distance. They will chase whoever walks into their sight first. They don't care who threw the bomb. Once they have chosen a victim it doesn't matter who comes around the corner next.
Basically, once you throw a hive bomb, make sure you CAN'T SEE IT until you hear someone else getting bitten by them.
