RX6600xt / Ryzen 5 5600x 4.6 GHz / NVME / Linux
Completely maxed out everything get 100fps average or more, lowest around 70 (and I'm usually recording while i play so it could probably be higher)
So yeah if you are planning to play at 1080p with that i5-7400 you are probably going to struggle.
Just to add, it will play and you may get 60fps but with most settings low/med but to be honest i wouldn't even be bothered about playing at low settings most people play that way anyway.
i can't change cpu, I don't find any price-justified cpus with my motherboard socket (1151)
