But I'd also like to suggest another approach to stealth: ambushing!
My preferred solo approach right now to is to rock a shotgun, a pump if I can afford it (I prestige a lot so I never have much money), and hard commit to a fight in a closed-in location like a building. Invest in noise-killing traits, rock the previously-mentioned poison ammo silence Nagant (or a hand crossbow), pick your way toward a group (ideally if they're in a building), then jump them. It's amazing how much people panic and literally let you get away with murder. (And if you have a hand crossbow with fire ammo you can even effectively deny necros and self-revives)

Another one is vetterli(silenced or not) HV + hand crossbow half normal, half dragon's bolt. HV vetterli gets easy headshots, the normal bolts are basically a shotgun and the fire bolts have unmatched utility right now. If you burn a bar the vetterli will one shot to the torso.
I also second prioritizing necromancer, lightfoot and silent killer as a solo.
crown and king+uppercut+vitality syringe+frag nades+necromancer perk. play only after you filled your roster with perked soul survivors.
