What exactly does "Set enemy Hunters on fire" mean?
I've been playing with incendiary ammo for a couple of games but I'm getting the feeling that's not actually progressing the quest. Do I need to burn bodies? Throw fire bombs at living hunters? The "make enemy Hunters bleed" or whatever quest was pretty clunky as well, so I'm not sure if I'm doing something wrong or it's just getting counted in a weird way.

To set enemy hunters on fire with incendiary ammo you have to hit them twice in close succession.

You have to actually inflict the burning status on enemy hunters.
Not only charcoal their health a little (like with incendiary), actual burning. Easiest to do with dragonsbreath, as it instantly sets people on fire without killing them. Note that you won't get quest progress if you oneshot them with dragonsbreath.

Oh ok, gotcha. I was a little confused because I already have 1/3 Enemy hunters burned. Do you know if burning downed hunters actually counts? That'd be the only way I could explain it.

Burning downed hunters doesn't count.

You can burn with consumables, lanterns, shotgun dragon's breath.

Nah, downed hunters don't count. But you did say you played with incendiary for a few games. That ammo can burn living hunters but only if you hit them twice without them dying. It's inconsistent because 2shot will usually kill a hunter but depending on distance, weapon and hit location it happens.
Levering + terminus with firebreath will get it done real fast.

If not that, then romero or lematt with starshells, or flaregun, or moltovs

Throw a lantern on them, yellow barrels, firebombs.
