upd: do this:
1) Open PowerShell as an Administrator and type these commands, using Enter to execute after each
2) Enter your "BIOS", find and disable "Intel Virtualization Technology" (may also be called Intel VT-x or VMX) and disable it.
3) Lower your mouse polling rate to 125/250/500Hz (max), don't use 1000, 8000 and similar.
upd2: as a last resort
4) get InSpectre, run as an Administrator and click "Disable Meltdown protection", you may also do "Disable Spectre protection" as well because there is no sense to have it enabled without the first. Don't do this on a machine you work on or one you use to access your bank accounts.

Minimal requirements should enable to play competitive - and that's an obvious betrayal here. Now people get problems even with rtx 3080 and similar.. not funny any more 😂🤣
So not to much sense to bring that card here, a 1080ti still godlike if you play at 1080p even at 2k.
and with thwat you have it will nevber be. and it is useless to blame the game, because you will have to upgrade your system anyways. if not for this then for the next game
This engine has lot of "little problems" of optimization, so no matter what gpu you have.
Obviously the most powerfull the better but in an engine like this and depend of the game, you mostly are going to have some kind of jiggly jaggles here and there.
Lot of people whining because they literaly don't have any clue about software/hardware/engines/dogs and they are trained just to cry for everything.
If reducing settings does not help to get more fps, there is no reason to do it.
That's the part that is interesting...
