try them out and see what youre comfortable with. that pretty much goes for all guns
However, some people do prefer Lebel.
It's not a big difference.

basically Mosin has better resupply and sniper scope (you do see the same sector as a marksmans scope, just slightly bigger)
Lebel has slightly higher firerate
Dmg and MV differences are negligible
It is a stronger scope, there's different scope classifications in the game:
Deadeye (Low zoom), (Like Nagant Precision, Officer Carbine, Berthier, Springfield Compact, Winfield Compact, Vetterli)
Marksman (Medium Zoom), (Springfield, Winfield, Lebel, Vetterli)
Sniper (Highest Zoom), (Mosin Nagant, Sparks, Winfield Centennial)
Aperture (A metal disk with medium zoom properties, can be toggled on/off by pressing [X] (By Default), (Winfield, Lebel)
Can be affected by Steady Aim (If 3 slot) or Steady Hand (If 2 slot) or their corresponding traits
