Question about progression
There's perma-death, yes I know and this isn't really a complaint but are you supposed to win every single round you play in order to level up a hunter? The round after I lost the trainee state where you don't lose any hunters, I lost the hunter I was using, and another hunter I bought. someone I played with said at the beginning "okay lets win this so I can retire this guy" and then we proceeded to die and he lost his hunter that he had been leveling up. It just seems a little too-too cruel, is there anything i'm missing or is it really just this hardcore.

Nope. Win here pretty wide term. It's about risks. You can go for biggest cash and risk, or stay low and slowly progressing with less risk. And yeah, it's hardcore.
You will find the saying "easy come easy go" will apply.
You still progress your overall Blood Line rank regardless and that is what really matters. Hunters come and go easily. Don't get too attached to them.
When you extract from a match (regardless of how much you played, how many kills and bounties you got) you get to keep all of this. This goes to your Hunter's XP. Your Hunter has an XP bar. Every now and then there are gates (diamonds) at certain levels and they grant 250/500/750/1000 XP to your Bloodline. After levelling up a hunter to maximum level (50), every XP earned goes directly to your bloodline.
Hunters can be retired if they reach level 25. If you suspect you're not going to win in the next match, you can retire them. If you feel lucky, go and try to level them up and play with a level 50 Hunter.
How often you lose hunters is up to your skill and play style.

When you fail to extract (die or do not get to extraction before server finish) you lose your hunter. In this case, half of the XP accumulated during the match goes to your Bloodline.
