Yes, all shotguns are capable of one-shotting to the chest (indicated by the Effective Range. For shotguns this states the one-shot distance to the chest, while normally for other guns it's the headshot range). As far as I know Hatchet has the worst range of all shotguns, maybe only competing with the LeMatt,

Hence the "(up to 10 metres)", as I'd say that those 10 metres aren't even the optimal range in which the sawn-off Romero should operate in.
I never denied that "All shotguns can one shot at close range except when using meme ♥♥♥♥ ammo ..." but in order to actually one shot someone, whether that's with the sawn-off variants and/or especially the LeMat Mark II, then you will definitely - again - be in that "optimal range", which sure as hell isn't 10 metres.
It does more than 85 dmg at less than 10m, and yes it can one shot hunters without headshots at -very- close range
You should learn how to quote someone correctly because I never said "up to 85 damage", nor did I say that you "must" get a headshot to one-shot someone - and that's the whole point of saying "I suppose the headshot multiplier must've come in play here".
On top of that I already stated that it's possible to one-shot someone with it (as long as you're at an optimal range for it, which isn't 10 metres but quite obviously lower).
