What on earth is the point though then? Sparks is a single shot rifle, the only possible use for incendiary ammo I can think of is for shooting barrels I guess?

Yes, it's niche and memey, but something I guess.
But the real answer is that no, there is no point to fire ammo. It is thematically cool but mechanically weak.
Mechanically it's pretty strong.
What about lighting corpses on fire, does that count for anything mechanically?
The Sparks seems the best use actually, if you hit the enemy and he manages to get into cover and heal up before you get a second hit he will still be a one-shot for a while since the burning damage heals rather slowly.
