Try comparing what u can by running on low setup with your 3080 and see if fps is higher on low than your 1060.
What processor & at what speed? motherboard model and version? ram brand, size, & speed? What hard drive? Which power supply? Any special software for overclocking? All these things add up to your machine's performance. Knowing these components, your game settings, Nvidia settings, and performance when playing the game, someone might be able to offer legit advice. Just asking why my 3080 isn't performing super fast is a tough one to answer in the dark.
I tried virtually everything for a month. This summary is about ONLY the final stage of testing:
Ryzen 3700x
Strix 3080 OC
32 Gb 3600 ram
MSI Tomahawk x570 wifi
WD Black Nvme
Corsair Gold 750
FRESH install of Windows
UP-TO-Date drivers
LOW Hunt settings
CPU Usage 40%-50% GPU Utilization 60%-85% (With OBS active)
GPU and CPU about 50-65 C
Max power configured at NVidia settings
Tried OC and default settings
CPU passed dozens of Graphic Benchmarks
NOTHING effecting the performance in the system as far as I can see.
Tested at MAX visual settings in several games
- Metro Exodus 1440p MAX settings RTX DLSS ON, everything turned up to eleven: 80-70-90 FPS
- Titanfall 2 maxed settings 1440p: 100 FPS
- Dark Souls 3, Apex etc. with all max settings no issues.
With Hunt, Low Settings 1080p but still getting down to 60 fps at times with a 90-100 average and with an additional stutter. Similar on other settings and resolutions too as max setting effect only 10-15 fps.
Used to get 144fps while streaming 1080p 60fps with my 2070S (Until an update 3 months ago. Have been declining since then. It is worse now with the 3080)
And again, I define myself as at least a tech savvy person and tried almost everything at this point. Don't blame your PCs its just bad optimization I suppose

And ya game is badly optimized for only 160-220 FPS on my PC. Gotta be the game ;)

refresh rate is set to 165 as teh monitor, CPU is cruising around 40% utilization. All NVidia setting tricks are done (Max performance, max power profile) In game is uncapped.

After 3 QP games I can tentatively say the issue is GONE.
With my old 1440p low settings I get 150 fps average (up to 220 fps ceiling)
With MAXed out 1440p settings I get 100 average
Special note: @TASme maybe there is a lesson for you to learn here that the world doesn't rotate about you and your experience eh mate? :D

Now with that said my 3080 cant help with the ♥♥♥♥♥♥ servers and thats where my problems lie. Dsyncs and my bullets passing through bodies. Yey my opponents bullets can hit me. Its frustrating. Its hunt.
750 - 850 is fine for a 3080. Its the brand that matters most and how the power is transferred. I recommend Corsair PSU's RM or RMX. 750 or 850 no need to waste money on anything higher.
I have a 10850k and 3080 with a z490 carbon mobo and I dont need anything over 850.
I also use 3200 RAM but I dont overclock it all so it runs at its native 1600. No problems at all in any game. 3200 also seems to be the sweet spot right now, at least for builds similar to mineand out of box they all run at half the promoted rate.
Oh man finally a buyer so I can unload this travesty. Sweet, just buy me a coffee and its yours.
