To OP: You should be getting way better performance, i play on Low with high textures at 1440p.
With a 1070 and a i7 3770 4,6ghz and i get around 90-100 fps both gpu and cpu near maxed out

Definetly not all of them. Its using like 4-6 threads and the rest is idling at 15ish %.

From my exp the same, this game code is garbage and is using ~2-4 threads
Also he says:
"You're talking about "they save cpu consumption in order to pay less for servers", that is the servers' hardware having cheap CPUs, so the code has to be CPU conscientious"
So I can assume that they have the best cpu in data center that exist in the world , and because they are so bad they have spawn zombies in to ur face
C Devs are doing their best to bring you the best expirience , 12 cores the best server code.
Don't uderstand what else do you need ? Obviously you have potato pc and problem is on ur side ( sarcasm )

Set up Task Manager to show the Per Logical Core usage, as described in the guide above in the "CPU Main" section.
Take a screen shot, and I can have a look. Maybe also record a 10-15 seconds of gameplay with Detailed Diagnostics enabled (in Graphics options).
