Once unlocked it can be bought however often. You could have a rack of 10 of the same "Legendary Hunter Skin" in your roster at once.
They will each cost 333$ and come with three random traits that are (or that are close to being) unlocked by your bloodline level (1-100). It's basically a tier III hunter all the time without any gear, but three random traits.
Sometimes they can really be worth it, as they are quite cheap (333$ for a blank tier III hunter) and when they then have good traits on them, they are good value.
Once unlocked they can be used to "roll" a good level 1 hunter at the cost of hunt dollars. if you are willing to spend 333*X the amount of dollars, then you can buy them in mass. I usually buy 2-3 until im satisfied with the traits, and then dismiss those that had disappointing random traits, if I didn't get a good hunter in my selection of 4 after a game where I lost a hunter. So it can only be 'abused' this way.
