Graphics are studdering and doing the same thing. Low or high same issue. Servers are super healthy i guess

Asset pop up is a thing gamer knows first thing. It has nothing to do with spec at all. It is coded to display or not display asset at certain distances, mostly predefined by low-med-high settings, to help gpu load. Dont you see that zombies and lanterns appear only until you are 30 meters away? Why do I have to explain this to an admin

On the other hand, looking at the GPU's specification, it has only 2 GB VRAM, which may not be enough for the game and could explain why textures are loaded slow (because there is not enough free memory in the GPU to load all the detailed objects and textures and can only load them when you focus on something for a longer time).
Maybe you can redo your testing with the Detailed Diagnostics on (Graphics Menu) and see for yourself if the CPU wait GPU metrics are high (more than a couple of milliseconds).

You can try to lower the render resolution or use the render scaling (which has similar effects) and see if that allows you to load the textures faster. Lower resolutions require less VRAM usage.
Still haven't figured it out. Bought a new pc with a 2070 in it. Might want to try overclocking your memory clock? Maybe turn X.M.P on? not sure.

I play on mixed settings at 65 to 70 FPS.
I post this just so you can see it is a mixed bag of computers having same issue.
I have issues too. Min FPS sometimes drops as low as 10 FPS. Max still stays around 100+. The game certainly has some optimization potential.
Nevertheless, I know I have this issue (apart from the not well-optimized game) due to my CPU.
If you read and do the performance analysis, you'll learn what your issue is. (Probably CPU as well.)
