What we know is the game has up to 12 players since 1.0 but we don't know when the game starts. There have been several confirmed reports of players joining a completely empty server, but it is very rare.
So basically you can expect up to 10 other players, solo, duo or triples, but there is no guarantee there actually are that many.

During EU daytime, nightmaps are also very often empty/ or barely filled. Because a lot of people cannot see anything (surrounding lights on their monitor f.e.)
I formulated it poorly. I didn't mean matchmaking, I meant something along the lines of "when a game actually starts relative to the amount of players joined". We don't know if a game can start with only, say, 6 people trying to load into it.
That's true, but I mean to say if a match can start with less than the server's capacity. We simply have no knowledge on whether it does so regularly. We do have reports of people booting in completely empty servers.
something like this happanned to me very few times, i go around and run the gauntlet cuz nobody is around
