you must be a pro pc guy if you think this cpu would bottleneck a 2080 xD
cpu is comparable to 8700k
his problem is the memory, usualy in budget build with a big gpu people tend to buy low quality memory and ryzen 2 is heavily depending on memory speed for infinity fabric.
Thats pretty nice for 4k resolution, could you turn down to 1080p and tell us the avarage there?
what kind / frequency and clocks is your ram using?
